Pour the water into the bottom of your Instant Pot.
Place the rack over the water. Add the potatoes, skin on, on top of the rack.
Select "pressure cook" for 20 minutes and allow the cycle to run it's course.
Let the Instant Pot naturall release for 5 minutes before preforming a manual release, carefully.
Add the cooked potatoes to a bowl with the milk, butter, and salt
Whip or mash until creamy. Serve while hot!
